So much so, Pierre Trudeau, the Prime Minister at the time, along with his minister of Energy, Mines and Resources, Marc Lalonde, created the National Energy Program. In response, Premier Lougheed and his cabinet thought long and hard about what to do in response to this heavy-handed federal incursion.
